The first meeting of the Management Committee was the official start of the Action CM1104. Management Committee Members from 18 European countries gathered in the meeting room of the COST Office located on the 15th floor of the Louise Tower offering a magnificent view over central Brussels.

The main purpose of the meeting was to lay the scientific foundations of the Action including the definition of the work program and the Working Groups and to set up the first year budget. Furthermore, the schedule of regular meetings and training schools has been defined and a vote has been taken for the Action Chair and Vice Chair, Action STSM manager, Action Public Relations Manager and further Action members active in the administration and controlling of the Action. The Science Officer introduced the COST rules and acquainted Management Committee members with general procedures facilitating an effective administration of the Action.
